Netanyahu Returns Mandate to Form Government
Israeli President Reuven Rivlin presents Prime Minister Benjamin Netanyahu with the mandate to form a new government after the results of the country's general election were announced at the President's Residence in Jerusalem on September 25, 2019.

Prime Minister / Defense Minister Benjamin Netanyahu announced Monday that he is returning to President Reuven Rivlin the mandate to form the government because he has been unable to do so. Rivlin announced in response that he would immediately pass the mandate to Blue and White party leader Benny Gantz.

In accordance with the provisions of Basic Law: The Government (2001), the Director General of Beit HaNasi, Harel Tubi, announced he intends to speak to all Knesset factions to inform them the president would transfer the mandate to Gantz and "to make available to him the 28 days allocated to do so under the law."

A statement from the president's office added Tubi would announce that a faction seeking to convey its position before Rivlin transfers the mandate to Gantz may do so "in accordance with the prescribed time limits, according to which the president is allocated three days, after Prime Minister MK Netanyahu's announcement to transfer the mandate to another MK."
